ELQR QR Payment System in Kyrgyzstan Surpasses 1 Trillion KGS in Transactions
Kyrgyzstan’s national QR payment system, ELQR, has surpassed 1 trillion KGS in transaction volume, marking a major milestone in the country’s digital payments journey. Since its launch, the system has evolved into a fully interoperable infrastructure connecting banks, payment providers, and mobile applications, while paving the way for future cross-border integrations.

What began as an experimental payment method has rapidly transformed into an everyday tool used across the country. Today, QR payments are widely accepted from large retail chains to small businesses and service providers, reflecting strong adoption across both urban and regional markets.
The foundation for this transformation was laid in 2019, when the National Bank of the Kyrgyz Republic initiated the development of a unified legal and technological framework for QR payments. This move introduced standardization to the market, enabling different payment providers to operate within a single, interoperable ecosystem.
A key milestone followed in February 2020, when the Interbank Processing Center (operator of the Elkart national payment system) was officially designated as the QR payment operator. This enabled the integration of banks, payment institutions, and mobile applications into a unified payment space.
The ELQR system was officially launched in May 2022, allowing users to make payments and transfers seamlessly, regardless of their bank or mobile app. This interoperability eliminated fragmentation and significantly improved user experience.
By mid-2022, QR payments began gaining strong traction in the mass market. Businesses benefited from simplified integration, while consumers no longer needed multiple applications to complete transactions.
In 2023, the system entered a rapid scaling phase, with most financial institutions joining the network. This ensured full interoperability across the ecosystem and positioned QR payments as a national standard for cashless transactions.
Further advancements followed in 2024, including the introduction of inter-system QR transfers, improvements in clearing processes, and enhancements to the regulatory framework.
By the end of 2025, ELQR had firmly established itself as Kyrgyzstan’s primary QR payment infrastructure. The system now integrates 20 commercial banks and 21 payment organizations, offering users access to more than 100 mobile payment applications and services.
Looking ahead, ELQR is expanding beyond national borders. Ongoing efforts toward international integration, including collaboration with Alipay+, are set to enable cross-border payments and acceptance of foreign payment applications, opening new opportunities for both consumers and businesses.
